Create security policy rule

POST 
/adns-resolver/v1/security-policy/rules

Create a new DNS security policy rule. Priority is required and always supplied in the request. Valid range is 1..N+1 where N is the current rule count; existing rules at or below the requested position shift down. The rule defines match criteria and the security profile to apply when conditions match.
