Amend child tenant SKU allocations
PUT/mt/paygo/v1/tenant/:rootTsgId/child/:childTsgId
Modifies the quantity of SKU allocations for an active child tenant.
The tenant must be in ACTIVE status and not already have an amendment in progress.
