Upload a web app icon asset

Max size 200 KiB. Allowed extensions: .png, .jpg, .jpeg, .gif — a .jpg upload is stored as .jpeg. SVG is not accepted: Chrome's custom_icon supports only jpeg/png/gif/webp/ico and silently ignores anything else, and webp/ico are not supported yet. Returns a webAppIconId to set on the webAppForceList control's webApps[].webAppIcon.webAppIconId field. The backend hosts the icon and derives Chrome's custom_icon url + sha256 hash when the policy is saved.

Too many requests. The tenant (TSG) request rate limit has been exceeded at the SASE gateway. This response, including its body and headers, is injected by the SASE gateway, not by the Prisma Browser service. Pace requests using the RateLimit-* headers and retry after the current window.
