Bulk update tags and classification on applications

Adds or removes custom tags and/or sets the classification on up to 500 applications in a single atomic operation.

At least one of addTagIds, removeTagIds, or classification must be provided. A tag ID may not appear in both addTagIds and removeTagIds in the same request.

Too many requests. The tenant (TSG) request rate limit has been exceeded at the SASE gateway. This response, including its body and headers, is injected by the SASE gateway, not by the Prisma Browser service. Pace requests using the RateLimit-* headers and retry after the current window.
