Regenerate a job report

POST 
/v1/report/:job_id/regenerate

Enqueue a report regeneration for a finished scan.

Returns 202 with the enqueued background job. Naturally idempotent via the service's in-flight dedup: a second call while one is running returns 409 rather than spawning a duplicate workflow, so no retry hint is needed.
