Generate partial scan report

/v1/report/:job_id/generate-partial-report

Unlock a partial report by consuming a quota credit. This endpoint: - Validates the job is PARTIALLY_COMPLETE - Consumes 1 quota credit of the job type - Unlocks the report for viewing Returns: - Updated job information with unlocked report.
